TANJUNG SELOR – The use of domestic products raises MSMEs and accelerates the procurement of goods and services. Local government officials are also protected from potential violations of the law.
The Governor of Kaltara, Drs H Zainal A Paliwang SH, M.Hum asked the regional apparatus for the realization of the regional revenue and expenditure budget (APBD) using domestic products.
This was done to support the “Proud Made in Indonesia” National Movement launched by President Joko Widodo.

The governor said the Proudly Made in Indonesia National Movement was a positive policy to encourage the production and consumption of domestic products.
The benefit is to increase public interest in loving domestically made products, especially the work of micro, small and medium enterprises as well as local cooperatives.
“This policy is very positive in encouraging the production and use of domestic goods,” explained the Governor.
This policy, said the Governor, is a follow-up to the issuance of a joint circular letter (SEB) the Ministry of Home Affairs (Kemendagri) and the Government Goods/Services Procurement Policy Institute (LKPP) have issued two Joint Circulars (SEB). The first SEB was published on May 11, 2021 with Number 027/2929/SJ concerning the Acceleration of the Implementation of the Procurement of Goods/Services in Regional Financial Management.
Meanwhile, the second SEB is numbered 027/1022/SJ and Number 1 of 2022 concerning the Proud National Movement Made in Indonesia on the procurement of goods/services within the Regional Government. The two SEBs are a reference for local governments in procuring goods and services.
“Therefore, we must also be able to carry out this movement, at least for domestic purchases based on the SEB, purchasing domestic goods with a percentage of 40 percent,” he explained.
The governor said that based on information from the Ministry of Home Affairs, regional governments are required to allocate at least 40 percent of the budget for the procurement of goods and services in the APBD to purchase domestic products.
“If there is a regional budget proposal, the attachment must be seen to see if it includes a plan to purchase 40 percent of domestic goods. If not, the Ministry of Home Affairs will reject it,” he explained.
The governor revealed that the policies given by President Joko Widodo through the Proudly Made in Indonesia Movement had many advantages.
In addition to reviving the economy in the regional MSME sector, the policy will also accelerate the acceleration of the procurement of goods and services.
“Penting sekali menjaga agar uang tetap beredar di dalam negeri karena berbelanja di dalam negeri ikut membangkitkan UMKM,” tuturnya.
Ia menambahkan, penggunaan produk dalam negeri bakal membantu jajaran pemerintah daerah terhindar dari potensi pelanggaran hukum. Lebih dari itu, pembelian barang dan jasa melalui e-Katalog dapat pula membantu pemerintah daerah mengetahui harga barang dan jasa secara terukur dan transparan.
Dikatakannya, ribuan item produk lokal UMKM akan dimasukkan ke dalam e-Katalog supaya mudah diakses untuk pembelian kebutuhan barang dan jasa.
“e-Katalog dapat mengantisipasi celah korupsi, mempercepat realisasi belanja barang dan jasa, serta meningkatkan pendapatan masyarakat melalui UMKM,” katanya.
He reminded that it takes commitment from stakeholders to realize the policy, so that the Proudly Made in Indonesia Movement becomes a real action that is implemented at all levels of government.
District/city governments are also asked to be transparent and prioritize accountability in the governance of the procurement of goods/services. (dkisp)
